Why Does My Burner Constantly Turn On And Off When On The High Setting?

I have a Frigidaire Electric Range. Model FEF368GCB. The large burner when turned on high constantly and immediately turns on and off every 3 to 4 seconds. It takes up to 10 minutes to boil a small pan of water. Is this normal?
