Dell Poweredge T710 Can't Start At Boot

After changing a pci network board, system can't start at boot. I tried plug power cable out  and plug it in, it still doesn't work.  Could you give any advice and suggestion?   Thanks.

Does the system boot just fine if you remove the PCI card?  It sounds like the replacement network card isn't compatible causing the system to not power up. 
Are you also using the onboard NIC ports as well?
