Dell Error Code 3 4 Optiplex 390 Won't Power On

The boot up problem as well as random shutdown can be easily fixed. I had the same problem and replaced EVERYTHING with no luck.
Turns out (and this is gonna sound stupid) the power button is bad. Just replace it and all your problems will go away.
