Router Will Not Come Up To Speed.

I, just purchased this new plunge Router less than 1 year ago, it has been used about 10 times on light duty work, (laminate trimming, and no plunge cuts) It will not run at full speed and will have a long delay in starting at slow speed, when it does get going it will surge like it's trying to come to full speed however it does not make it and stalls. The wires are all connected and free of corrosion. It it the Electronic Module that needs replacement ?
