Toner Low, Prepare New Toner Message Not Clearing

I received the message on the printer "Toner Low, Prepare New Toner." I shook the toner and replaced as told to do in the manual. The message didn't clear. I tried a new toner, but it still says "Toner Low, Prepare New Toner." After a few copies with either of the toner cartridges, the copies come out as if the toner is gone (white streaks with no ink on it, where there should be.)
