Why Does My Pr600 Embroidery Machine Have Bobbin Thread Going To One Side?

we have done all of the manual checks and corrections yet to no avail can we get the tetion correct .... the bobbin thread is sewing to one side of the back of print ir scribbling on back of small letters .... breaking thread and creating to many loops up top once in a while
