How can I select desktop image from pictures on my PC?

thank you 7Ios9fQ6. That I know, but it's a notebook and I did that, and it's OK, it works, the same as in any other PC, except for Win7 STARTER. The thing is that when I open the notbook, the first screen that I see is one preset and the clock. My Win is 8.1. Only after loging in with my pw AND clicking the icon with the pic I 've chosen, only THEN i see the desktop with that background.

right click your desktp>personalize>>themes> click your choice.
