This is typical of a bad mouse driver and/or a defective mouse. Have you tried to plug in an external mouse?
First try rebooting into safe mode and see if the mouse works there. Safe mode is a "minimal" mode used for testing Windows. It loads a minimal set of drivers in the event that a new driver has clogged the works somehow.
During the reboot start hitting F8 as soon as you hear the BEEP. Select "Safe Mode" from the menu and see what happens.
If the mouse works then the driver that Windows is loading is defective. You'll need to install a new one from the control panel. Try tabbing over to the "My Computer" icon and hit ALT+Enter together. That should bring up the properties for the computer. Scroll down to device manager and hit enter. Scroll to the mouse section and hit ALT-A which should activate the "Action" pull down menu. Do a scan for new hardware.
If none of this works odds are you have a defective motherboard and the unit should go in to a service shop.
I would try an external USB mouse first though to verify that it's the hardware and not Windows causing the issue. There are other things that Windows can do that can cause this but we would be here all day tracing through them.
