Power Button Lock
my power button is in locked mode and I can not get it out of it, have to unplug monitor to turn it off. Folloed manual instructiond to toggle it on but to no avail.

The user manual (http://www.helpowl.com/manuals/ViewSonic/VG2021M/20366) has no information about fixing this.
It does mention doing a memory recall to restore it back to factory. I would give that a shot. If it doesn't work you may be stuck with using a power strip to turn it on/off or calling ViewSonic support on the phone.
