How Do You Delete The Wap.cingular Apn From Samsung Sgh-a927?

I don’t have data plan so I would like to make sure that my phone NEVER creates a data connection. To work around this problem I have created a bogus APN which I am pointing all the apps that need data connection. BUT there is the "APP center" that I think it is permanently pointing to the wap.cigular that I can not change the config. I think this is how AT&T wants to make sure that they get some money everything you make a oopsi and by mistake click on the app. ALSO these apps are locked so you can not delete them. Any help would be appreciated.
