When your account gets put on limitations because a hold is put on your available funds, whats the reasoning behind the funds having to held?

Paypal sometimes put your account on hold for security reasons.
Have you tried contacting paypal to find out why.
Try logging into your account via the official website (not a link in an email etc) and check if there's any messages explaining the situation.
