I Think My Netgeat Wireless Router Md # Wnr1000v2 Has Died. How Can I Check It?

I am running a PC and a laptop Windows 7. The router isn't giving out a signal to enable me to connect to the internet via my laptop, The laptop is picking up a network signal from my neighbors, so it isn't me laptop. I have internet access with the PC. If tried the 'firmware' download but it wants to burn to a DVD R disc and my PC won't do that. I went to the ISP address on the 'netgear website and all the info for my laptop is there, but the device doesn't seem to be working. On the front of the router the 'on/off' lite is lit, the number '1'1 is lit and the icon right next to the number 1 is lit. All are a yellowy green in color. I tried unplugging and resetting button etc. I don't know what the problem is
