Can These Be Repaired If There Is No Power To Tjhem And What Is Likely Cost ?

Yes it can be repaired. The cost will more than likely exceed the cost of a new one. That sort of depends on the tech and their service rate. Rates vary between $40 and $120 an hour. Can't hurt to get an estimate though. Be aware that they may charge for the estimate as well.
