This is a serious internal hardware defect that would require repairs to correct. It can be caused by age, manufacturing defect, or a power surge.
To be certain, you can test that this is not a short in a connected speaker/component by disconnecting everything from the receiver except power (all speakers and source devices). Then try to turn it back on in tuner (am/fm) mode. If it will start up then, you had a short or a bad speaker. If it shuts down and the problem continues, this confirms the dc offset condition and the receiver would need to be repaired/replaced.
Unfortunately, this type of repair is not really practical. It can be done, but the costs of parts and labor will be in the $200-300 range, which is more than the receiver is currently worth, and would go a long way toward a replacement model.
