Lg L75c Not Starting Up

When I turn on phone it shows the LG logo then the blue screen appears with the tracFone logo ans the words "A service of TracFone Wireless, Inc." stays there a minute or two blinks off and on and comes back to the blue screen over and over. Took battary out and did not help
