Kenmore He2t Cycle Problems

My washer begins a wash cycle and after a few minutes give a error message "20 F" and stops the cycle. According to the manual it is a interuption in the water flow possibly caused by a kink in the water hoses. After rearranging the hoses the problem continues. What could be the cause of this problem and what is the best method to fix it?
