Drain Pump Voltage Low

I have the FEX831FS2 washer dryer combo. The tub would not drain. Tore it apart, thinking it was a pump. The pump looked OK, so I put it on the bench and put 120VAC to it. It ran fine. I measured the voltage on the supply line to the pump (at the connector) and it' only 25 VAC.
