Why Does The Hot Water Setting Deliver Pulsation Of Warm Water?

When water temp switch is set to hot, the hot water runs for a few seconds and then the cold water solenoid is somehow activated too, thereby supplying warm water for a few seconds. This pulsation continues in about 5 second intervals until the water level is reached.

The water will not get fully hot because it would cause the clothing and detergent to scorch. Therefore, the unit mixes the water to reach a safe temperature setting.
