Washer Fill Operation

When I select hot water for a wash cycle the hot water valve open and start to fill. After a moment the cold water valve opens and the flow is much more than the hot water. The hot water is approximately 130 degrees. Is this normal activity for the washer ie valves switching back & forth during the wash fill interval? Also, both hoses were taken off the water inlet and checked for pressure and proper temperature. Next installed water hoses to opposite inlets to observe the cold water flow being impeded during the hot water fill. The strainers were also cleared of debris.
