Dell Hardware Fan
Starts with error that it is not working. Is working still has error message.

One reason may be that the fan is actually not spinning fast enough due to dust clogging etc. There is a feedback signal which tells the fan to speed up or slow down depending on the temperature in the unit. If this sensor in the fan itself has failed it could give this error. Dismantling and cleaning the fan may resolve the issue but the ultimate solution is to replace the fan assembly.A common problem with laptops.
