Touch Screen Is Not Working

i HAVE A BRAND NEW INSPIRON ONE 2320 WITH TOUCHSCREEN AND THE TOUCH SCREEN IS NOT RESPONDING. I RESTORED THE COMPUTER AND IT DIDN WORK WAHT SHOULD I DO
