Dell Inspiron 518 Does Not Turn On After Power Outage

If you had a power outage, the first thing to check is the power coming from the wall -- make sure it is fully restored and supplying power to the PC. Once you've verified that, if the computer won't turn on at all, the likely scenario is that the power supply took a hit and will need to be replaced. If you have a voltmeter or power supply tester you can test it to be sure, but replacing the power supply is not terribly difficult.
Power supplies are generally less expensive than some other parts. If you're not getting any power at all, the power supply is a likely culprit. It's a much cheaper option to try than the motherboard.
The motherboard is expensive to replace, so if you think the motherboard is the problem (if you've tried the power supply or ruled it out as the problem) it might be cheaper to get a new computer than have the motherboard repaired or replaced.
