Who Can I Talk To About A 1099c They Sent To Irs For Property I Never Owned

I have been trying for over a year to get to the bottom of a mistake Citimortgage made. They sent the IRS a 1099C showing I defaulted on a loan I never had for a property I never owned. I have asked Citimortgage to send me something showing I signed for the loan so I can go to the police and start an identity theft investigation, they tell me they will send me the loan doc's but never do, they will not send me anything showing I had a loan with them cause there is nothing they made a mistake and now the IRS has kept my tax return and wants to garnish my wages, all for a loan on some property I never had, the IRS won't stop coming after me until Citimortgage sends them a corrected 1099C. Who do I talk to at Citimortgage that can fix this?. I have over 17 recorded phone conversations with Citi that clearly shows they are incompetent.
