No Dial Tone On One Of The Handsets

I get no dial tone on one of the handsets.  I tried to switch the handsets between the base and charger and only one handset will work.  I tried everything in the user's guide but to no avail.  This phone was only purchased yesterday and I am trying to get it set up now after charging the batteries  for 20 hours.  They are both fully charged
