Is There A Way To Secure The Hard Spare Tire Cover?

Mine has been removed and the spare stolen - they left the hard cover on ground. After I bought replacement wheel, tire (with lug locks), Two more attempts have been made to steal the tire. On each occasion, the cover was left nearby. All happened in a short period of time, recently, tho' I very had the Rav since 2007. I currently have the cover in a friend's garage, as I'M afraid it will be even more scratched or damaged. Anyone have idea for securing the cover, which only has a simple latch, which can be opened from outside?
