Although a fuse is usually the problem its not the only possible cause. See http://www.trustmymechanic.com/power-windows-not-working/

If your right rear power window is still not working even after replacing the fuse, there may be a few other possible causes:
  1. Window switch: The window switch may be faulty and not sending the signal to the window motor to roll up the window. Try testing the switch to see if it is sending power to the motor.
  2. Window motor: The window motor may be faulty and not functioning properly. If the motor has burned out or is worn out, it may not be able to roll up the window.
  3. Wiring: The wiring that connects the window motor to the switch and the fuse may be damaged or disconnected. Check the wiring connections and inspect the wires for any signs of damage or corrosion.
  4. Window regulator: The window regulator is the mechanism that holds the window in place and allows it to move up and down. If the regulator is damaged or broken, the window may not be able to move properly.

If none of these solutions fix the problem, it may be best to have a professional mechanic or auto electrician diagnose and repair the issue to ensure that the correct cause is identified and resolved
