Just Bought This And The Mouse Does Not Always Respond. How Do I Fix This?

The mouse gets stuckand will not move until I press another key and then it will move.

Based on your description, I believe that there might be a problem with the driver software for the touchpad. The best solution for this is reinstall the driver software using its installation CD/DVD. The installer usually comes with the package of your laptop. You can also read the user's manual here for more information.
