No Picture Goes To Standby

When I switch the tv on for the first time, the screen lights up for one second and then the tv goes to standby mode. The LED is not doing any counting, it is just red and steady. I suspect the overvoltage circuit is kicking in somewhere. When measuring the voltage on the power supply board APS-254, only the 3.5v dc is available the rest is 0v
