Cotton Catching

hi my singer 7463 confidence keeps catching the top cotton somewhere around the bobbin I have a new needle and have bought new thread. I'm hoping you can help me as it is very frustrating. I have cleaned my machine.

I would suggest starting fresh, removing upper thread completely. For correct function, every threading point needs to be passed in the correct order. Double check to make sure you have light but firm tension on the thread (having lowered the presser foot, because tension is released when foot is up). Rotate the hand wheel slowly in it's normal direction to check function before attempting to sew.
