Error Code C4 Also Hand Wheel Locked

I have a Singer Fashion Mate machine, the hand wheel is locked. When I press the foot pedal the machine just makes a noise but nothing happens. I get a C4 error code. I have retreaded the machine checked bobbin and the bobbin holder for thread. No thread. I put everything back together and receive the same code and hand wheel still doesn't budge. I really need help. My granddaughter and I just bought material and notions for 3 dresses for her and she is super excited and now I can't get machine to work ???? Please help !!! Thank you
