Singer 4423 Needle Won't Go Up And Down

My Singer 4423 needle won't go up or down. I confirmed the belt is engaged and has not slipped off. I took in to a sewing machine repair business and he confirmed the belt are all fine. The machine engages when in bobbin mode but not in sewing mode. He took the round wheel off and said the wheel is not engaged. He said I needed a clutch. The cost of repairs was more than I wanted to spend for this machine. Is this something I can fix and what part would I need? The closest Singer repair is too far away.

On the side where the outer large knob is located (the one you used to manually move the needle up and down) on the inside of the knob is another, smaller knob like a dial type round knob; turn it clockwise to tighten then try the pedal again.

It sounds like it's too loose and NOT engaging the motor drive. I may be wrong about the location and style but basically this sounds like that's the problem.
