Does Rf4267hawp Frig (33' Wide, Fr Dr) Dispense Truly Cold Water?

My 33" Kenmore frig dispenses water through the door, but it's the same temperature as tap water -- it's not actually cooled by the frig. I'd like to know if the 33" Samsung French door frig (rf4267hawp) actually cools the water that it dispenses. Thanks!
