Why Won't The Polish/buffer Covers Will Not Stay On?

The covers that are included with the RB101 should be tied on once they are properly installed on the pad and then the polisher can be used. Here's the problem. When tying the covers onto the pad in a normal fashion the covers "slip" and do not "hold" on the pad. As such, one can have the pad applied to the surface, the pad is rotating at a normal speed and the cover is getting perhaps 1 or 2 rotations per every 10 to 15 rotations of the pad. There is NO "grip" between the pad and the covers. If one ties the cover onto the pad very, very, very tightly, this helps the situation but only a little. The cover still slips just not as much and the effectiveness of the polisher is mediocre at best. I also noted that a very tight tying down seems to stress the seams of the cover. Although they did not tear it would only be a matter of time before they did. So my questios are: Is Ryobi aware that these pads DO NOT function properly? Is there a more effective cover that is available since the ones included DO NOT do what they are designed to do? Is there an after market "fix" that would keep the pad and cover gripped to each other?
