That file is a self-executing file -- it should run when you download and then double click it. Make sure you are just running the file itself, rather than trying to open it through the Windows Add Printer Wizard.

If you double click on the file and it gives you an error, delete it and download it again. It may have been corrupted or not fully downloaded.
