Typical. Pfaff has sort of a unique setup on the presser bar. What's wrong is that the spring INSIDE the presser bar is gummed up. The spring is accessed by letting the tension assembly loose to move upwards, believe it or not. There's a screw on top that holds the tension assembly down. Remove this screw. There's one facing the left end that you just loosen only. The tension assembly will pop up from the pressure of the presser bar spring. Oil that spring good, and maybe heat the whole thing with a hair dryer. Push the tension back down and replace / tighten the screws.Your problem will be over.
Any kind of penetrating oil is ok to get it loose, but it needs to be followed up with regular sewing machine oil. So much of the other stuff will get gummy after a while.
