Double Payment
Tha payment i've made to purchase window8 was doubled. How can i refund it, it cost 40AUD.

You should of course attempt resolution with the seller. To say however that this is "not a PayPal issue" is not quite true. It does become a PayPal issue if resolution with the seller is not reached. That's because PayPal's Purchase Protection applies, if your purchase was of physical media [e.g., CDs].
