These inexpensive "point-n-shoot" cameras are notorious for this. Either the charging circuits or the bulb have failed.
You can take it to a camera shop for a repair estimate or buy a new one. Refurbished cameras can be purchased for $30 to $60 on the Internet so you'll need to weigh the costs of a repair verses the cost of replacement.
Be aware that this will not be a user serviceable part and tech time runs between $40 and $100 per hour.
