My Camera Won't Move From The Format Page On The Card. Why?

why doesn't my camera move off of the format on  card?

It's difficult to say without having the card in-hand.  I would suggest that the card may be defective.  Can you try it in another device?  Perhaps the camera needs to be reset.  Make sure the contacts on the card are clean (use a Q-tip and a dab of rubbing alcohol). 

The only other things that comes to mind is that the battery in the camera needs to be fully charged.  If not all sorts of issues can occur with the card.
