Ecm/relay Problems?

My husband was messing with the wiring trying to connect the fans to the ignition (they weren't getting up to temperature) When he did that the car just completely died! It makes the 'rrrrr' sound, but doesn't start up. He said he found an ecm fuse blown. He's trying to get to the bottom of this right to find out how to go about fixing this. Specifically, he wants to know where the ecm relay is located?  If the fuse and relay are good what else could disrupt the power supply to ecm? He's getting 8v across the fuse, but if he checks the negative side of battery and postive of fuse he gets 12v. does that mean he may have fried joint connectors?
