- The topmost is power. Amber indicates the unit is running a self test.
- The next down is the WAN connection (to your ISP). Amber indicates it has no TCP/IP address from the ISP.
- Next is wifi enabled, it's either blue or off.
- Next is the LAN side. Amber means there is a low speed (10 mbps) device connected.

There are a number of things that can be wrong. The guide will tell you how to troubleshoot them.
From the sounds of it I would expect you either have a defective router or a bad connection to your ISP.
