Programming Mode

While turning on my RDU2080d and pressing down both the PTT and the sb1 buttons I am unable to enter the programming mode of the radio. I hear a chirp immediately after turning the power/volume knob. I believe that the button or buttons may be dusty....  Is there a way to clean it or is there another possible solution?
