Can Not Dial Out, But Can Receive Calls. What Should I Do?

Phone Company tested line, everything is fine. Tried another phone to make sure it was the phone that was causing the problem. I can hear the dial tone but after number is dialed recording comes on, please hang up and try you number again.  I can receive calls with no problems & answering machine works. Just can't dial out.
