Anti-theft System Won't Activate After Horn Got Stuck.

Horn got stuck in on position. I removed the fuse and horn stopped. Now the parking lights stay on, but are dim, all the time. I suspect it's something to do with the alarm system since it will not activate nor can I lock the doors with the remote.
