White Residue On My Clean Clothes

I purchased my Maytag MVWC450XW on 11/12/12. When I do laundry my dark clothes (blacks & brown) come out with a white residue on them (not lint) that I have to use scrub with a sponge to get off. I made sure I use HE detergent, drizzle only a small amt on the botton and loosely drape the cloths in the washing machine with center agiator exposed. I even did the cleaning cycle with bleach before doing another load. The technician couldn't believe how my clothes were coming out and said I was doing everything right. It was recommended to keep the washing machine on EXTRA RINSE, KEEP FABRIC ON, "ON" EVEN IF i DON'T USE IT. He said it could be the water. The next day I had the water company come over & and flushed and tested the water. Water quality was very good. It's not as bad as before but I still am getting the residue in spots on my dark clothes. Now I am told by Maytag not too put too much clothes and use delicate cycle. Anyone else having this problem? I'm going out of my mind having my clothes look worst after putting them in to be cleaned.
