Touch Screen Non Reative

I have a lg l45c and when I power up phone touchscreen is non reactive. how do I fix?

Hey, I just want to ask and check the more obvious things first, so don't take this the wrong way or anything. Is the phone in lock mode? For many phones you have to hit the power button on the side to "wake up" the phone, and then you can use the touchscreen. Is that the case, or is the touchscreen not responsive even when the phone is "awake"

Also, what have you already tried, and does it happen all the time, or sometimes?
