M820 Is Not Turning On When I Press Poewr Button. My 12 Dc Adaptor Working Fin

pls send me sullotion how to fix this M820 frame lcd if you have software utility to reprogram the flash again. I already done the troubleshooting board ok all power test point is working all crstal osc ok 5vdc 3.3 vdc 12 dc ok this items is new never use before pls advice me  thanks
