Dishwasher Is Noisy And Not Cleaning Dishes. Any Suggestions?

We have had 3 service people look at this dishwasher and none of them seemed familiar with the machine, and have been unable to determine the problem.   It sounds llike it is struggling to work.  Perhaps it is not getting enough water or swivel arms are not working properly.  Any suggestions?  We have had this 4 years now and have started to do our dishes by hand.
