How Do I Change The Quality From 480p To 1080p On My Insignia Ns-55l260a13?

This model is a 1080p 120 hz HDTV, This means when it shows a picture on the screen, it is showing a 1080p picture regardless of the source resolution. If you put in a 480i picture the set will show that on screen to tell you that you are watching a low resolution signal, but the TV up-converts the signal to match the LCD display. If you input a 480i picture (from a VCR or an analog channel) the TV will apply math, equations, and comparative circuits to figure out the missing picture components, but it will never be a good picture. If you want to see the TV perform, then hook up a Blu-Ray or any other 1080p source.
Think of it as a dirt road and an old pickup. This was the old analog channels (480i) and picture tube TV's. They worked together just fine. You own a high tech formula 1 race car, and until you put it on a smooth banked oval race track, it will not perform correctly.
