When key switch is turned to the start position battery voltage is sent to the starter through the key switch and then the solenoid. If the battery is weak it will not have enough voltage to engage the solenoid or turn over the starter motor.
Check the battery for adequate voltage, voltage should be no less than 12 volts DC.
If the battery voltage checks good the next possible issue is the main 20A fuse. The fuse is located under the dash on most tractors. When this fuse blows it severs the connection of the battery to the tractor.

First, turn the ignition key to the "On" position. Look for the large terminal posts on the solenoid where the thick red wires connect to the solenoid.
