Why Is My Mower Revving Up And Down Then Dies When It's In Low Idol??

That reving is what we (shade tree mechanics) used to call lopeing...what it is is a fuel/air mixture problem...when the carb is supplying enough gas (or oo much) it revs up and when that gas burns off the revs go down.
Look on the carburater...then should be two small adjustment screws on it (this is where i'm not sure of the solution...I don't know if new carbs come with both adjustment screws)...one of the screws will adjust the idle...the other will be the air/fuel mixture adjustment. The only way you'll know is by turning them in very slowly and see what happens.
There's a rule of thumb adjustment for these screws...turn them in (clockwise) until they just snug up DO NOT force tighten them...then back them out 1 and 1/4 to 1 1/2 turns...do this one screw at a time...the idle adjustment screw will be no problem...adjust it to a decent idle speed
the air/fuel mixture one is the important one...after doing the initial adjustment (in till snug...out 1 1/2 turns)...slowly turn it in till the engine starts to slow doen...then back it out till it starts to (sort of) cough /misfire then turn the screw back in HALF way between the two points.
You can also try getting a can of carb cleaner from an auto parts store and just follow instructions on the can...it just may do the trick
